Observation

During the complaint inspection Licensor interviewed staff and two referents. Staff noted child is not harmful he is just “handsy and very touchy with others” and the kids don’t like it, but he is harmless.” Licensor determined that the complaint is valid for supervision and protecting children from harmful acts of other children as this school age child is touching others without permission and continuing once child asks for him to stop, stating I can it’s my Birthday. Licensor found that staff members are not actively intervening, causing other children to feel uncomfortable and unprotected.
